
SAP and Amazon Web Services have unveiled an expanded partnership that will see SAP’s Sovereign Cloud capabilities deployed on the AWS European Sovereign Cloud, a project backed by a projected €7.8 billion investment from Amazon. The collaboration is being positioned as a milestone in cloud services for Europe, blending SAP’s enterprise expertise and sovereignty-focused technologies with AWS’s infrastructure scale and operational maturity.
The initiative builds on the companies’ longstanding alliance and SAP’s strategy to integrate artificial intelligence and digital sovereignty into its offerings. SAP Sovereign Cloud capabilities are designed to meet the rigorous requirements of regulated industries and governments, with security-hardened services tailored for sensitive data and mission-critical operations. By integrating these services into the AWS European Sovereign Cloud, both companies aim to address the rising demand among European organizations for solutions that comply with strict rules on data residency, operational independence, and resilience.
AWS has confirmed that the first region of the AWS European Sovereign Cloud will open in Brandenburg, Germany by the end of 2025. It will operate independently from AWS’s existing regions, with governance frameworks and technical controls designed specifically to align with European regulations. The platform will provide enterprises in highly regulated sectors, as well as public sector institutions, with new options to adopt cloud services without compromising on sovereignty requirements.
David Brown, Vice President of Compute and Machine Learning at AWS, emphasized that the project gives customers more flexibility in how they meet their compliance needs. “SAP and AWS share the same goal: to provide our clients access to some of the most cutting-edge sovereignty solutions so businesses can concentrate on innovation and achieving measurable results,” he said, adding that the AWS European Sovereign Cloud will enable businesses to innovate while meeting sovereignty obligations.
SAP’s contributions to the initiative will initially include SAP Business Technology Platform and SAP Cloud ERP. These offerings are expected to deliver secure environments for managing sensitive information and core enterprise processes while supporting compliance with local regulatory frameworks. According to SAP, the integration of its Sovereign Cloud portfolio with AWS’s sovereign infrastructure will help European customers scale securely and take advantage of cloud-native innovation without exposure to non-EU dependencies.

Thomas Saueressig, SAP Executive Board Member for Customer Services and Delivery, positioned the expansion as part of the company’s wider strategy. “With our expanded SAP Sovereign Cloud offerings, we’re enabling customers across all industries to harness the full power of cloud innovation and AI,” he said. “Customers can access our full suite of sovereign cloud solutions by deploying the SAP Sovereign Cloud portfolio on the AWS European Sovereign Cloud. This is further reinforced by our dependable, long-standing partnership with Amazon Web Services.”
SAP Sovereign Cloud capabilities are already available through AWS in Australia, New Zealand, the UK, Canada, and India, with the European rollout representing an extension into one of the most heavily regulated regions for digital services. By combining AWS’s operational know-how and broad service portfolio with SAP’s enterprise platforms, the partnership seeks to deliver an environment where digital sovereignty and business innovation can coexist.
The companies note that the AWS European Sovereign Cloud will maintain the same high standards of security, resilience, and service breadth found in AWS’s global regions. However, it will operate autonomously within Europe, supported by legal and technical measures designed to ensure compliance with European laws and expectations for sovereignty.
For SAP and AWS, this initiative reflects both a deepening of a 16-year collaboration and a response to a clear shift in customer priorities. As European enterprises and public sector organizations accelerate their digital transformations, ensuring sovereignty, regulatory compliance, and security has become a prerequisite rather than an afterthought. The integration of SAP’s Sovereign Cloud into AWS’s European framework is intended to meet those needs at scale while positioning both companies at the forefront of Europe’s evolving cloud landscape.
