Oracle Invests $3B in Cloud and AI in Germany and Netherlands

Oracle has announced a significant investment of $3 billion aimed at strengthening its cloud and artificial intelligence (AI) capabilities across Germany and the Netherlands. The move is part of the company’s broader strategy to accelerate digital transformation in Europe and meet growing demand for sovereign, scalable, and enterprise-grade AI infrastructure.

According to the announcement, Oracle will allocate $2 billion to Germany over the next five years to expand Oracle Cloud Infrastructure (OCI) capacity in the country, particularly within the Oracle Cloud Frankfurt Region. An additional $1 billion will be directed toward infrastructure development in the Netherlands, focusing on enhancing AI capabilities in the Oracle Cloud Amsterdam Region.

The investment is expected to enable a broader range of public and private organizations in both countries to access Oracle’s advanced cloud and AI services. This includes support for multicloud strategies, sovereign cloud solutions, and the deployment of Oracle AI Agents and other tools to modernize applications and run AI workloads. Oracle also plans to provide infrastructure access to AI startups and investors, contributing to local innovation ecosystems.

A core component of Oracle’s initiative aligns with Europe’s growing emphasis on data sovereignty. European regulations increasingly require sensitive or regulated data to be stored and processed locally. Oracle’s expanded infrastructure is designed to meet these requirements, especially for sectors such as public administration, defense, and healthcare.

The Oracle EU Sovereign Cloud in Frankfurt is already serving customers with data residency and regulatory compliance needs. The additional investment will expand this capacity, enabling more than 200 cloud and AI services to be deployed flexibly – at the edge, in private data centers, across multicloud environments, or in public cloud infrastructure.

Thorsten Herrmann, Oracle’s Senior Vice President and National Leader for Germany, emphasized the company’s commitment to supporting Germany’s digital growth. “We are helping organizations throughout Germany accelerate their AI and cloud journeys with our plans to invest $2 billion in AI infrastructure and cloud computing over the next five years,” he said. “This investment supports the federal government’s vision of positioning Germany as a European hub for AI innovation.”

Germany’s Federal Minister for Digital Transformation and Government Modernization, Dr. Karsten Wildberger, welcomed the move, citing it as evidence of the country’s appeal to global technology investors. “This strengthens our digital infrastructure and brings advanced cloud and AI technologies within reach of both enterprises and government agencies. We are committed to working with industry to continue this progress and further establish Germany as Europe’s leading digital hub,” he stated.

OCI Infrastructure in Amsterdam

In the Netherlands, the investment will significantly scale the AI infrastructure capacity of OCI in Amsterdam. Half of the $1 billion commitment will be dedicated to supporting government agencies and private sector organizations in their cloud and AI transitions.

Wilfred Scholman, Oracle’s Vice President and Country Leader for the Netherlands, noted the rapid adoption of AI among Dutch organizations and praised the government’s efforts to foster a vibrant technology ecosystem. “Our investment reaffirms our commitment to supporting businesses of all sizes, including startups and SMEs, as they use data and AI to drive productivity, resilience, and sustainable growth,” Scholman said.

As Oracle deepens its presence in Europe, the investments mark a critical step in enabling national governments and enterprises to adopt AI and cloud technologies that meet both performance and compliance demands. The company’s continued infrastructure expansion signals confidence in the region’s strategic importance for the future of digital transformation and AI innovation.
